Background & Origin
Spandam was the chief of CP9, the World Government's covert assassination unit, a position he inherited largely through his father's name rather than any skill of his own.
Weak, vain and vindictive, he commanded some of the deadliest agents in the world while being, himself, almost helpless in a fight.
Story & Growth
Spandam masterminded the operation against Nico Robin, blackmailing her into surrender and dragging her toward Enies Lobby and a Government death sentence.
His scheme triggered the Straw Hats' war on Enies Lobby. Humiliated and badly beaten in the chaos, Spandam was disgraced — though, like a stubborn weed, he would later resurface within the World Government's agencies.

Spandam has almost no fighting ability of his own; his 'power' is his rank and his willingness to abuse it.
He carries the sword Funkfreed, an ordinary blade fed a Devil Fruit so that it can transform into an elephant — a weapon far more formidable than the man who wields it.
