Background & Origin
Who's-Who holds the rank of Tobiroppo, one of the six elite officers of the Beasts Pirates ranked just below Kaido's Calamities.
Before his life as a pirate he was an agent of CP9, the World Government's covert assassination unit — and he was imprisoned after a Devil Fruit in his charge, the Gomu Gomu no Mi, was stolen.

Who's-Who carries an old grievance: it was the legendary Shanks who, decades ago, stole the very fruit he had been tasked to guard.
During the raid on Onigashima he fought to defend Kaido's regime, clashing with the Straw Hats' swordsman Roronoa Zoro before being brought down.
Abilities & Powers
Who's-Who ate an Ancient Zoan Devil Fruit, the Neko Neko no Mi, Model: Saber-Tiger, letting him transform into a sabre-toothed tiger.
